First go to http://cvs.php.net/. Here you can read how you can access to
the php4 repository. Substitute cvsread with your account name and
checkout the phpdoc repository.

But I think the Brasilian team have their own repository. Ask them
first, before you start to translate in the wrong repository.

The most info could be found on cvs.php.net and there is a book and a
booklet about CVS at http://php.net/books.php.
