having scoped out the archives a bit more, i see what is going on --
there's a group of 30-odd people doing a translation. they're using a
local cvs server to coordinate their activities so that one of them can
funnel things into our cvs server.
i think that anybody who isn't part of that group should feel free to just
work in our cvs server. that is the canonical location of the translation.
