first: which other license are you talking about?
second: you cannot change from GPL/PHP License to another license
without the agreement of all contributors and i'm not sure that getting
no negative answers to an anouncement on this list will satisfy the
legal requirements for a license change which is a change of an
implicit contract between all contributors after all
