right now the manual is under both the GPL and the
PHP License. both of these have a focus on code,
not on documentation so that they do not really
apply to the manual

there are other licenses out there that especially
deal with documentation issues, right now i can think
of two different ones both called OPL in short form
and a GNU thing ...

whatever license we will chose in the end, i think we
will perhaps end up in the spirit of the GPL here,
which i in your case would sum up as:

go along, translate and publish, as long as you 
contribute your changes to the phpdoc projects as well

(and don't be afraid that making your stuff free will
harm sales, it will most likely be the other way round
making people buy the book instead of printing out
the manual themselves)
