Great. So we would need a doc-web mailing list and a php-doc-web CVS module (or doc-web, or name it with the current conventions, I cannot follow them :) doc-web ML should also be a newsgroup.
I added the doc-web@ mailinglist, news group (http://news.php.net/group.php?group=php.doc.web) and CVS module docweb.
Why haven't you provided docweb karma for everybody having phpdoc karma (plus gtk-docs, peardoc, etc)?
