You don't need Linux. Cygwin is not too large to install. Let me repeat the question: have you actually read the current howto? It has a list of a few packages you need to get with cygwin. That is it.

I've read it here: http://doc.php.net/php/dochowto/tools-on-windows.php

-----------
Note: Be aware, that cygwin is grown to be a very huge project and it includes many programs (such as postgres and apache) ported to Windows, which are not needed for phpdoc. We are unable to give you a list of needed components from cygwin (which you should download and install), because the basic tools are interconnected, and depend on each other. If you manage to find the smallest needed installation, do not hesitate to contact us, and send the solution to us.
-----------

I don't find a list so i have to install every possiblely needed packages. and I'm in China, the download speed from asia mirrors is really slow (3~6KB/s).

You'd know, I've already done my best ;) I'm a Chinese translator since 2001, i'm not a newbie.

This is a *very old* version of the howto. Jacques, the cron jobs are not running on the machine???

Xiaoyu, until the docweb site is fixed, look here (or into your local phpdoc checkout):

  http://cvs.php.net/co.php/phpdoc/howto/tools.xml#217

Especially:

| Be aware, that Cygwin is grown to be a very huge project and
| it includes many programs (such as PostgreSQL and Apache) ported
| to Windows, which are not needed for phpdoc. To install the
| minimal set of required packages select
| <literal>devel/autoconf</literal>, <literal>devel/automake</literal>,
| <literal>devel/make</literal>, <literal>doc/libxml2</literal>,
| <literal>lib/crypt</literal> and <literal>text/openjade</literal>
| along with components, which are selected in setup by default. You
| may also want to add <literal>devel/cvs</literal> to the
| installation list if you don't have a CVS client yet. Do not
| care about dependencies - they will be selected automatically.
