Excellent idea. And since all of these books will share some of the same content (like how to use CVS) said content won't need to be repeated everywhere.

To not duplicate content I'd like to have the phpdoc book be the
actual "dochowto" (currently available at http://php.net/dochowto).
Obviously massive refactoring and reorganization would be needed but I
think its a good base.

So, the question is; OK if I move phpdoc/howto into
phpdoc/en/contribute/phpdoc and then start the
refactoring/reorganization?
Note: we would had a "DO NOT TRANSLATE" for the folder, at least while
we get this up and running..

I don't see the benefit of moving the current HOWTO as is, considering the massive changes that'll be necessary to go along with the lost commit history. One option is to leave it where it's at and start the new set, and then move howto when we have a real VCS.
