That sounds like a very good idea. I've always thought it peculiar
that
the manual didn't have a contribute section, meaning folks wanting to
contribute have to go scrounging all over the place. Similarly, it
will
be helpful to migrate information from the Wiki.

So the difference is it lacks some clarity and simply points to the
HOWTO instead of including it. However, the clutter is true and
unfortunate. The main HOWTO is rather bulky and isn't fun to play
with, whereas new wiki entries are new, simple and shiny. Not that
this makes it right, but at least for me it helped promote and create
the chaos that exists today.

So, how about we create this contribute set and start work on the
other howto's in there like for qa, pecl, php-src, and see what
happens. And once the structure is known and defined move the relevant
phpdoc howto content there. I think simply throwing it in there won't
add any benefit but will instead be a hindrance.
