Usually the process for joining the translation team is the following:
- introduce yourself on the doc mailing list (phpdoc@lists.php.net is
the generic, doc...@lists.php.net is dedicated to the german
translator team)
- send some patches, either through bugreports, or the
http://edit.php.net interface
- after you sent some patches, you can request an svn account

I cc'ed Nikita Popov, the most active contributor of the german
language currently!
