Details:
When a user account is created, there is no default value set for the file
space quota. At line 422 in phpgwapi/inc/class.accounts_sql.inc.php, a member
of $acct_info with key "quota" should be set, and it isn't.
I've plugged in a fixed value, but ideally this should be settable by the
admin. It defeats the purpose of having users self-register if you have to
manually set the quota on each account.
