This is a new feature and so will need to be fixed in HEAD.
I agree that is it annoying, but fixes for almost all "bugs by omission" are
new features and so can't go into stable.
I fixed the missing array element and made it so user's with no group have
access to filemanager - not the long dead phpwebhosting
