Are we looking at the same part?
The link above goes to the Farnell part,
which costs: EUR 0.59 in quantities from 10 up.

As to the soldering, the part has 16 pins, albeit TSSOP style.
You need to get used to it, but in effect soldering it is
not really slower than a 16 pin DIP part.
