Oh, wow. It did! I applied the patch to a 2.4.17-pre4 kernel, and I'm now able to 
mount /dev/sda1 as a vfat device, and access the memory stick directly. Very nice! I 
get some files and directories with strange characters in their names in the top 
directory, but the Palm/ and other directories I have are perfectly accessible.
