Assuming that we get a positive vote on the change, I imagine we'd
want to do this as soon as possible (i.e. for 1.3).

I think exactly as you, but don't aligning with the Apache conventions
could give to us problems for Project Status/Certification on Apache i
think ... so why not make these changes (at least if not for the 1.3,
for the 2.0) ?
