well, libecl.so does act like a library.  It is my experience that everytime
I install a new major version of ECL, I have to wipe out the previous version
first -- go figure out why.  On windows, I cannot use it to build OpenAxiom
executable because the ecl.dll is not found when the program produced
by build-program is launched.
