Mostly historical reasons. When I initially packaged rsyslog, I more or less
copied the old /etc/syslog.conf file to /etc/rsyslog.conf to be fully backwards
compatible.

What the original reasons were, to include debug bug messages, I don't know.
Maybe Joey, the maintainer of the original sysklogd package, knows more.
