I'm confused on what the purpose of arc_url is.

For "big" projects there are often many ARC cases over time, sometimes 
even three or four before first integration.  Which should be listed ? 
The first, all or the last one ?

For some packages there will be many different ARC'd things in a single 
package - consider SUNWcsl (even a broken down version of it) there are 
probably more than 100 ARC cases covering that alone.
