A novice user is not qualified to make any judgement about the quality
of any software they may download (and they probably download lots, and
lots of software every day, mostly in the form of JavaScript and Flash).

Personally, I would like /contrib to recommend submissions of source
code in the form of diffs + build Makefiles + URL of source + digest of
such source.

And I'd like for there to be a way in which others can tag /contrib
submissions ("I reviewed this and it looks good," "this is crap") --
vote, if you like.
