We've talked about having a build spin up a depot for the duration, and a developer would point another depot instance at, say, $PKGARCHIVE, once the build is done, maybe having an authority on their system normally configured to point at that depot.
Alternatively, I think we've also had the idea that a client could interact with a repo directly, either by running a depot transparently to the user or by running depot code directly.
