Thanks for the link. Using GeoIP or one of the other IP-to-region systems is a possibility--this is an example of a spatial metric. I was hoping to avoid a centralized record of mirror characteristics, and moving that responsibility (and making it an ongoing measurement) to the client. If you have access to the paper, see 3.1 Choice of Metrics for a discussion.
