No, I would not expect the SUNWipkg or SUNWcs packages in user images.
But I would expect user images (on systems other then OpenSolaris) that
contain the pkg(5) code packaged into packages with other names (e.g.
"pkg").

Ok, so we're going to have user images where both SUNWipkg and
SUNWcs are present? I only diagnose this as an "opensolaris image"
if both packages are present.
