What about adding a catalog attribute that attaches some revsion
information to the fmri/catalog/manifest code?  If we run a client with
your changes and the attribute isn't in the catalog, perform a one-time
migration that removes leading zeros from catalog and manifest entries.

We would need to perform that scrub server-side, too.
