We've done this with JDS and I've considered doing it for other FOSS
packages that have upstream version numbers (I even a workspace right
before 2008.05 which had all of these changes from a table that Laca
provided but decided to hold off on implementing the change).

We can make this change to the import files in the IPS gate but I would
need a update table of the JDS packages and their upstream version
numbers, and of course, notification when these changes in a build.
