The package_manager.png and update_all.png files you refer seem to be
related to i18n.
I have CC'ed Takao in the hope that he can say whether these files
should be packaged or should not be in the proto area.
The directory /usr/share/update-manager/data is present because of an
error, I believe, in the Makefile for src/um. The references to
ROOTDATASHARE should be omitted..
