I agree. If we are thinking "code editors" and not "document editors", then I would prefer "Development/Editors". I know that people use vi for both sysadmin duties like quick editing, and also for development code editing, so vi would be fuzzy. Maybe "System/Text Tools" is better for that. It seems strange to ask sysadmins to look in 'Development' to get something they think of as a daily utility. But xemacs for example, seems like it belongs in "Development/Editors".
