If a package is available from the repo and doesn't originate in our gate, then we can expect anyone testing the gate to have installed it. The gate doesn't work very well without Python, make, or the C compiler, but we don't keep copies of those in the gate, or install them for you. LDTP itself isn't anywhere else to be found, so we can carry that.
