Here is a webrev that implements suggestions from Calum and others on
the B2 build, on menus and aligns them with the Gnome HIG.

It does have l10n impact so its up to the l10n folks to give us the go
ahead to put this back or not. There is some doc impact, but we are
still in review mode for doc, so changes can still be made.
We have already had some feedback on the obscurity of the Start page
menu location and the webrev also addresses a fairly major usability
issue for blind users using Orca and getting easy access to Search via
Ctrl-F.
What this webrev changes (didn't do all suggested changes in the bug to
reduce l10n impact as much as possible).
Edit Menu:
- "Select All" (shortcut Ctrl+A)
- "Deselect" (shortcut Shift+Ctrl+A)
- "Search" (moves focus to the Search text field, shortcut Ctrl F)
View Menu: (New top level menu)
- "Start Page" (shortcut Alt+Home)
Help Menu:
- Change "Online Help" to "Contents" (shortcut F1, accel _C)
