I have also included a stub string that might be required if we have
to notify users that a reboot is required after installing a package
(#5469). This is dependent on API support being made available (#5907).
On Padraig's issue this is not reproducible and looks as if its coming
from installed vermillion packages on Padraig's system. The reload of
the page is required as you may be on an error page and going to the
Start Page menu item should always bring you back to a well known state.
Having discussed this with Takeshi plan is to get this webrev back for
B3 and have translations back for B4.
