Wouldn´t it be in the same heirarchy as evince?

Tere's no good place in Rich's current hierarchy to put it.  The best,

Freedesktop.org's classification implies that they'd put it in
Office/Viewer.  Ubuntu puts it in "Apps/Viewers"

How do people want the various language packages named?

Until we get facets, "<package name>/locale/<locale name>".
