I have integrated and tested your webrev. I tested against fr, de, es,
ru and zh, brought all dialogs and help up, installed and removed a
package. In addition I have fixed 8641 and spun a new webrev.

Issues:
There are a few minor issues, which should be filed under a l10n cleanup
bug for post 2009.06:

Modify Repository Dialog: Name is not translated
Install Dialog: Download and Details not translated
es, ru:
Legend in status bar translated "Updates" term is truncated slightly.
ru:
Update Manager translated "Checking for new software" term is slightly
truncated.

In the webrev I've done deletion of unused (not needed at
runtime) XML files from each help directory and I applied
the deletion to C locale directory too.
If I should move deletion from C locale outside of
this webrev I'll do so.
PCT is being done in parallel in G11N until early next
week so slight change in .po files may happen (within
same integration by revising webrev or having
another integration to same build).
