Thanks to Dan for finding a bug with "Show All Versions" and "Results
per page".
Change summary:
* Fixed silent dropping of results when results per page was smaller
than the total result set before applying show all versions filtering.
* Simplified filtering code by sorting fmris first by package name, and
then in descending version order when not applying "Show All versions"
* Per Dan, added a Manifest link to the package search results for
convenience (purposefully omitted from action results) which makes it
easier to determine why a particular package matched.
