To expound a bit though, there are multiple things that could be
viewed as off-line support:
* a copy of the 2009.06 repository suitable for private networks or
"offline" usage (see above)

repo. From the user's point of view, they will still be going
through exactly the
same interface they do today when installing from our repo.

configuration to point at their own, local depot server or repository.

Not at this time.
But the on-disk format has not yet been designed or implemented.
Currently, users must first specify a repo that he/she wants to
install packages from before installing
the packages. When on-disk support is implemented,
would they not have to specify the repo/publisher? Can they
simply specify in the FMRI that they are installing from something
on-disk,
and pkg(1) client will directly install the package from disk?
Also, if they want to browse what's available on disk, will they have
to specify a repo?
The on-disk format has not yet been designed or implemented, so I
can't say what the expected interface will look like yet.
However, the goal is to ensure that usage of it is as transparent as
possible and that there be as little difference as possible from the
current processes used.
What I am trying to find out is when users are able to install
packages
from disk, would the installer need to provide any different
functionalities
(different GUI screen...etc) than installing from a network repo.
I am not currently anticipating that need.
