Hopefully, we will get rid of the Start page eventually.
But for now, if the user selected packages, then brought up Start page,
and then chose view - Selected, previously selected packages should show up.

The behavior is now that if you select View -> Selected, it shows you
the selected packages for that Publisher. If you then click on View
-> Selected again, click on a category, change sections, do a search,
switch to Search All or change to another Publisher the View ->
Selected is toggled back to being unset and all packages are shown as
appropriate to the context. If you want to see just the selected
packages again you just select View -> Selected again.
