I believe you that someone might need this, but I have never needed
the ability to accept or reject packages based on their license.

One possible benefit is for employers that want to enforce a specific policy for development libraries. Libraries with certain licenses should not be installed without specific approval (for obvious reasons).

One bit of comments I was expecting from you was anything surrounding zones. In particular, I was wondering what your thoughts were about having some sort of generic mechanism to specify the policies and image attributes we want to inherit from the global zone during zone creation?

I think it might have some future, applicable benefit for user images too, so perhaps it is worth pursuing?

It doesn't have to be part of this proposal though.
