I'm sure that a few LUGs or academic networks would like to host full mirrors, but it does feel inappropriate to do so (and risk letting them become outdated) when everything is in place to reap almost all benefits at the HTTP level. In all likelihood, the advantage of local searches isn't going to outweigh the cost of a crippled mirroring method when a (perhaps dedicated) HTTP proxy, with slightly aggressive policies, would be a better service to everyone.
