That's awful. I have used pkgrecv -n in order to avoid that, but I
have seen scripts that don't, as you're saying.

If you don't mind, I'd like to steer clear of that for the time being,
wait for the new catalog format, look at the whole thing carefully and
then, finally, open the subject again, if that will be the case.

I'm sure that a few LUGs or academic networks would like to host full
mirrors, but it does feel inappropriate to do so (and risk letting
them become outdated) when everything is in place to reap almost all
benefits at the HTTP level. In all likelihood, the advantage of local
searches isn't going to outweigh the cost of a crippled mirroring
method when a (perhaps dedicated) HTTP proxy, with slightly aggressive
policies, would be a better service to everyone.
