Hmmm..
How would we change an attribute on an editable file
that had never been modified by the customer?
I read this bug as leaving the mode alone if and only if
the customer had changed it from the original. Is this
wrong? This code certainly doesn't do that.
How I interpreted it was that we have a sysadmin that changes the
permissions on a file in order to write to it, but doesn't get around to
modifying it before the next upgrade.
What I'm trying to say is that changing the permission bits was an
intentional action and I don't know that we ought to be wiping that out

I agree, but I don't think the code handles the situation where the
packaging system changes the permission during an update.
