Fixes the following bugs:
12099 Change the be rename sequence in Update All.
11501 The Release Notes link widget should use
widget.set_uri() method rather then signal handler
6357 Handle Update All of only SUNWipkg/SUNWipg-gui
8999 Release Notes should be available on error during Update
All in UM and PM
I have done many smoke tests and I everything behaved correctly.
Please note that there is one bug, which is not fixed and is a separate
bug 12297.
Basically if someone updates the system in few cases the Update All
button state is inconsistent.
