If it's a package not allowed by installed incorporations, it won't be
listed.
In that case, you'll need to use '-af' to show it.
But the more likely issue is that the client simply doesn't know about
the package.
Have you tried a 'pkg refresh'?
Did you grep through /var/pkg/publisher/mypkgs/ for 'bzr' to see if the
client even knows about it?
