revert pops the 'preserve' attribute off of actions, so it would cause the payload of the action to be installed.

Should it revert to the "this isn't the file you're looking for" content
that initially wasn't stored on disk, should it recover the file that
had been moved to the salvage area, or should it behave the same as 'pkg
fix' and do nothing?

I kind of feel like if they asked for that specific file to be reverted, then they'll get the file they asked for. See above.
