[re-posting to the alias] Ok, I mounted both datasets and it existed in both. Just removed from both, umounted, and now rebooting. After rebooting, /var/user/root/tpm/userps/user.data again exists. It also exists in the /var dataset. But it no longer exists in the / dataset and I can now create another BE without the error.
