15268 file action installation should gracefully handle needsdata == True
and data == None

I'd be highly surprised if colliding packages were responsible anymore,
since we now detect that condition far earlier. But it also doesn't appear
to be a filesystem split, since the file in question is in /usr/include.
Not sure what else the cause might be.
