This is either bug 15268 or bug 16213
15268 file action installation should gracefully handle needsdata == True
and data == None
https://defect.opensolaris.org/bz/show_bug.cgi?id=15268
16213 colliding packages can cause update failure
https://defect.opensolaris.org/bz/show_bug.cgi?id=16213
I'd be highly surprised if colliding packages were responsible anymore,
since we now detect that condition far earlier. But it also doesn't appear
to be a filesystem split, since the file in question is in /usr/include.
Not sure what else the cause might be.

Hi Danek,
looks like it was colliding packages in the end, even when I've excluded
them all using --reject on command line.
When I've uninstalled all packages from SFE and opensolaris.org, the
update passed.

Hark
