I think so, since both got me what appears to be the same
output from my update attempt:

It's attached. Impressive amount of output, none good.
I'm still confused about this, since my gate and my build
machine are both at S11 FCS and that's what I netinstalled.
I don't understand how to set up a simple, usable project
gate now.
How about something that will just let me install the two
packages I care about?

This is trying to tell you that the version of the package you are
trying to install is not allowed by the package constrains declared in
the osnet-incorporation package.
Read and follow the instructions found in usr/src/pkg/README.pkg under
"Testing Packages" to test your packages.
