Unlocking the sfw-incorporation allows you to install new versions of
sfw-incorporation, it doesn't allow you to install new versions of gcc
or other components that sfw-incorporation incorporates.
Regardless, as Norm pointed out, you need to upgrade to S11 FCS first.
If you do that, then you will be able to install gcc-45 and you don't
have to unlock anything.
