Just for the record - I have merged and rebuilt with David's
changes:

have verified that the ips-incorporation does not contain
the deleted packages and that the deleted packages have
disappeared from the built repositories.
I've ping'ed the install gatekeepers to verify that this
change will not impact their builds/testing.

the manifests causes them to disappear from ips-incorporation?
yeap that is correct - I noticed this and we will need to ensure
that the packages are incorporated into the RE incorporation
(comment in 7167737 is there to reflect that).
Yes, though it's not critical that it be done precisely.
