This webrev makes list, info, and contents run faster if you have a
large number of BEs. In my case, 'pkg list pkg' went from about a second
down to .3 seconds. It also makes the test suite run substantially
faster (again, if you have lots of BEs). In my case, the test suite (cli
+ api) went from over 100 minutes down to 11 minutes.
