Looks good. Could the test verify that the publishers are actually in
the order we expect having run the 'pkg set-publisher' command, rather
than just checking that 'pkg publisher' succeeds?

Sure. Is there a fixed order that publishers get added when you have
multiple ones and do a -p, or is it enough to check that the two from
the multi publisher are before the other?
