if we release sru10 without a fix for 7192769, then pkg.1 will be unable
to make any updates to non-global zones that don't include the fix for
7192769.  so for example, this means we'd be unable to install IDRs for
sru10 (unless those IDRs also contained a copy of the fix for 7192769).
