As far as facet.locale is only facet category which uses OR within
the category, it can use "true".
But if there's another such category, the issue looks to happen
between the categories. Please correct if I'm wrong.
Is there possibility to have another type of value (if necessary),
to split scope of OR into smaller pieces, e.g. per facet category?
