Yes, there's a few ways to do this: create package entries for those
editable files, or don't store unpackaged files in packaged directories, or
leave another package installed that always references that directory if you
want to keep those files around.
You should also be able to trigger a service to be disabled which could go
in and remove the files.
We have an RFE somewhere (can't find it right now) which would allow you to
tag a directory as exclusive to a particular package, so that when the
directory was removed, any remaining files would simply be torched, rather
than salvaged. But we've never sat down and hashed out what should happen
if more than one package delivers the directory (either consistently
exclusive or a mix), so no one's ever gone forward and implemented it.
7134806 pkg has no notion of legitimately unpackaged bits in a packaged
directory, and will move them
